China’s Development Plan for the Press and Publication Industry: background and trends

Fan Weiping, head of the Publishing Industry Development Division and responsible for drafting the 12th Five-Year Development Plan, provided background information on the plan.

  • The 12th Five-Year Development Plan is based on the press & publication industry’s achievements during the 11th five-year period.
  • The Outline of the 12th Five-Year Plan for Economic and Social Development, the Outline of 12th Five-Year Plan for Culture Restructuring, the Strategic Plan for Establishing a Powerful Press & Publication Industry and the actual situation were considered in drafting the plan.
  • In order to become a back bone industry, the culture industry’s added value should account for more than 5% of China’s GDP. Thus, the Average Annual Growth Rate of the culture industry is expected to reach 20%.
  • As the mainstay of the culture industry, the press & publication industry accounted for more than 60% of its “core layer” in 2010. According to this proportion, the Average Annual Growth Rate of the press & publication industry’s added value is expected to reach 19.2%.

In Fan Weiping’s opinion, the restructuring and development trends of China’s press & publication industry during the 12th five-year period will be:

  • Marketization:
    accelerating integration among press & publication enterprises.
  • Industry intensification:
    accelerating integration of industrial belts and clusters.
  • Product digitization:
    accelerating integration among press & publication media.
  • Industry capitalization:
    accelerating integration of resources, capital and market.
  • Diversified ownership:
    accelerating integration of various forms of ownership.
  • Market internationalization:
    accelerating integration of domestic and international markets.
